{"id":28929,"date":"2025-05-15T12:55:13","date_gmt":"2025-05-15T11:55:13","guid":{"rendered":"https:\/\/www.kaspersky.co.uk\/blog\/?p=28929"},"modified":"2025-06-10T14:04:35","modified_gmt":"2025-06-10T13:04:35","slug":"apple-new-child-safety-initiatives","status":"publish","type":"post","link":"https:\/\/www.kaspersky.co.uk\/blog\/apple-new-child-safety-initiatives\/28929\/","title":{"rendered":"Do Apple&#8217;s new child safety initiatives do the job?"},"content":{"rendered":"<p>Earlier this year, <a href=\"https:\/\/developer.apple.com\/support\/downloads\/Helping-Protect-Kids-Online-2025.pdf\" target=\"_blank\" rel=\"nofollow noopener\">Apple announced a string of new initiatives<\/a> aimed at creating a safer environment for young kids and teens using the company\u2019s devices. Besides making it easier to set up kids\u2019 accounts, the company plans to give parents the option of sharing their children\u2019s age with app developers so as to be able to control what content they show.<\/p>\n<p>Apple says these updates will be made available to parents and developers later this year. In this post, we break down the pros and cons of the new measures. We also touch on what Instagram, Facebook (and the rest of Meta) have to do with it, and discuss how the tech giants are trying to pass the buck on young users\u2019 mental health.<\/p>\n<h2>Before the updates: how Apple protects kids right now<\/h2>\n<p>Before we talk about Apple\u2019s future innovations, let\u2019s quickly review the parental control status quo on Apple devices. The company <a href=\"https:\/\/en.wikipedia.org\/wiki\/Parental_controls\" target=\"_blank\" rel=\"nofollow noopener\">introduced its first parental controls<\/a> way back in June 2009 with the release of the iPhone 3.0, and has been developing them bit by bit ever since.<\/p>\n<p>As things stand, <a href=\"https:\/\/support.apple.com\/en-us\/102617\" target=\"_blank\" rel=\"nofollow noopener\">users under 13 must have<\/a> a special Child Account. These accounts allow parents to access the parental control features built into Apple\u2019s operating systems. Teenagers can continue using a Child Account until the age of 18, as their parents see fit.<\/p>\n<div id=\"attachment_53373\" style=\"width: 693px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/media.kasperskydaily.com\/wp-content\/uploads\/sites\/86\/2025\/05\/05144814\/apple-new-child-safety-initiatives-1-EN.png\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-53373\" class=\"size-large wp-image-53373\" src=\"https:\/\/media.kasperskydaily.com\/wp-content\/uploads\/sites\/86\/2025\/05\/05144814\/apple-new-child-safety-initiatives-1-EN-683x1024.png\" alt=\"Child Accounts on Apple devices \" width=\"683\" height=\"1024\"><\/a><p id=\"caption-attachment-53373\" class=\"wp-caption-text\">What Apple\u2019s Child Account management center currently looks like. <a target=\"_blank\" rel=\"nofollow noopener\">Source<\/a><\/p><\/div>\n<p>Now for the new stuff\u2026<\/p>\n<p>The company has announced a series of changes to its Child Account system related to how parental status is verified. Additionally, it\u2019ll soon be possible to edit a child\u2019s age if it was entered incorrectly. Previously, for accounts of users under 13, it wasn\u2019t even an option: Apple <a href=\"https:\/\/support.apple.com\/en-us\/102473\" target=\"_blank\" rel=\"noopener nofollow\">suggested<\/a> waiting \u201cfor the account to naturally age up\u201d. In borderline cases (accounts of kids just under 13), you could try a <a href=\"https:\/\/www.reddit.com\/r\/applehelp\/comments\/1d8fa0a\/solved_changing_birthday_on_childs_apple_id\" target=\"_blank\" rel=\"nofollow noopener\">workaround involving changing the birth date<\/a> \u2014 but such tricks won\u2019t be needed for much longer.<\/p>\n<p>But perhaps the most significant innovation relates to simplifying the creation of these Child Accounts. Henceforth, if parents don\u2019t set up a device before their under-13-year-old starts using it, the child can do it themselves. In this case, Apple will automatically apply age-appropriate web content filters and only allow pre-installed apps, such as Notes, Pages, and Keynote.<\/p>\n<p>Upon visiting the App Store for the first time to download an app, the child will be prompted to ask a parent to complete the setup. On the other hand, until parental consent is given, neither app developers nor Apple itself can collect data on the child.<\/p>\n<p>At this point, even the least tech-savvy parent might ask the logical question: what if my child enters the wrong age during setup? Say, not 10, but 18. Won\u2019t the deepest, darkest corners of the internet be opened up to them?<\/p>\n<h2>How Apple intends to solve the age verification issue<\/h2>\n<p>The single most substantial of Apple\u2019s new initiatives announced in early 2025 attempts to address the problem of online age verification. The company proposes the following solution: parents will be able to select an age category and authorize sharing this information with app developers during installation or registration.<\/p>\n<p>This way, instead of relying on young users to enter their date-of-birth honestly, developers will be able to use the new Declared Age Range API. In theory, app creators will also be able to use age information to steer their recommendation algorithms away from inappropriate content.<\/p>\n<p>Through the API, developers will only know a child\u2019s age category \u2014 not their exact date of birth. Apple has also stated that parents will be able to revoke permission to share age information at any time.<\/p>\n<p>In practice, access to the age category will become yet another permission that young users will be able to give (or, more likely, not give) to apps \u2014 just like permissions to access the camera and microphone, or to <a href=\"https:\/\/www.kaspersky.com\/blog\/apptracking-transparency-in-ios-ipados-tvos-14-5\/39690\/\" target=\"_blank\" rel=\"noopener nofollow\">track user actions across apps<\/a>.<\/p>\n<p>This is where the main flaw of the proposed solution lies. At present, Apple has given no guarantee that if a user denies permission for age-category access, they won\u2019t be able to use a downloaded app. This decision rests with app developers, as there are no legal consequences for allowing children access to inappropriate content. Moreover, many companies are actively seeking to grow their young audience, since young kids and teens spend a lot of their time online (more on this below).<\/p>\n<p>Finally, let\u2019s mention Apple\u2019s latest innovation: its updating its age-rating system. It will now consist of five categories: 4+, 9+, 13+, 16+, and 18+. In the company\u2019s own words, \u201cThis will allow users a more granular understanding of an app\u2019s appropriateness, and developers a more precise way to rate their apps\u201d.<\/p>\n<div id=\"attachment_53374\" style=\"width: 330px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/media.kasperskydaily.com\/wp-content\/uploads\/sites\/86\/2025\/05\/05144834\/apple-new-child-safety-initiatives-2.png\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-53374\" class=\"size-large wp-image-53374\" src=\"https:\/\/media.kasperskydaily.com\/wp-content\/uploads\/sites\/86\/2025\/05\/05144834\/apple-new-child-safety-initiatives-2-320x1024.png\" alt=\"Apple's new age rating system \" width=\"320\" height=\"1024\"><\/a><p id=\"caption-attachment-53374\" class=\"wp-caption-text\">Apple is updating its age rating system \u2014 it will comprise five categories. <a href=\"https:\/\/developer.apple.com\/support\/downloads\/Helping-Protect-Kids-Online-2025.pdf\" target=\"_blank\" rel=\"nofollow noopener\">Source<\/a><\/p><\/div>\n<h2>Apple and Meta disagree over who\u2019s responsible for children\u2019s safety online<\/h2>\n<p>The problem of verifying a young person\u2019s age online has long been a hot topic. The idea of showing ID every time you want to use an app is, naturally, hardly a crowd-pleaser.<\/p>\n<p>At the same time, taking all users at their word is asking for trouble. After all, even an 11-year-old can figure out how to edit their age in order to register on TikTok, Instagram, or Facebook.<\/p>\n<p>App developers and app stores are all too eager to lay the responsibility for verifying a child\u2019s age at anyone else\u2019s doorstep but their own. Among app developers, Meta is particularly vocal in advocating that age verification is the duty of app stores. And app stores (especially Apple\u2019s) insist that the buck stops with app developers.<\/p>\n<p>Many view Apple\u2019s new initiatives on this matter as a compromise. Meta itself has this to say:<\/p>\n<p>\u201cParents tell us they want to have the final say over the apps their teens use, and that\u2019s why we support legislation that requires app stores to verify a child\u2019s age and get a parent\u2019s approval before their child downloads an app\u201d.<\/p>\n<p>All very well on paper \u2014 but can it be trusted?<\/p>\n<h2>Child safety isn\u2019t the priority: why you shouldn\u2019t trust tech giants<\/h2>\n<p>Entrusting kids\u2019 online safety to companies that directly profit from the addictive nature of their products doesn\u2019t seem like the best approach. Leaks from Meta, whose statements on Apple\u2019s solution we cited above, have repeatedly shown that the company targets young users deliberately.<\/p>\n<p>For example, in her book <em>Careless People<\/em>, Sarah Wynne-Williams, former global public policy director at Facebook (now Meta), recounts how in 2017 she learned that the company was <a href=\"https:\/\/www.rollingstone.com\/culture\/culture-features\/careless-people-facebook-memoir-1235299645\/\" target=\"_blank\" rel=\"nofollow noopener\">inviting advertisers to target teens<\/a> aged 13 to 17 across all its platforms, including Instagram.<\/p>\n<p>At the time, Facebook was selling the chance to show ads to youngsters at their most psychologically vulnerable \u2014 when they felt \u201cworthless\u201d, \u201cinsecure\u201d, \u201cstressed\u201d, \u201cdefeated\u201d, \u201canxious\u201d, \u201cstupid\u201d, \u201cuseless\u201d, and\/or \u201clike a failure\u201d. In practice, this meant, for example, that the company would track when teenage girls deleted selfies to then show them ads for beauty products.<\/p>\n<p>Another leak revealed that Facebook was actively hiring new employees to develop products <a href=\"https:\/\/www.nbcnews.com\/tech\/social-media\/facebook-documents-reveal-company-targeted-children-young-6-rcna4021\" target=\"_blank\" rel=\"nofollow noopener\">aimed at kids as young as six<\/a>, with the goal of expanding its consumer base. It\u2019s all a bit reminiscent of tobacco companies\u2019 <a href=\"https:\/\/www.reddit.com\/r\/Damnthatsinteresting\/comments\/115m64n\/the_flintstones_appeared_in_tv_ads_for_winston\/\" target=\"_blank\" rel=\"nofollow noopener\">best practices<\/a> back in the 1960s.<\/p>\n<p>Apple has never particularly prioritized kids\u2019 online safety, either. For a long time its parental controls were quite limited, and kids themselves were quick to exploit holes in them.<\/p>\n<p>It wasn\u2019t until <a href=\"https:\/\/www.theguardian.com\/technology\/article\/2024\/jun\/06\/apple-to-close-years-old-loophole-that-lets-children-bypass-parental-controls\" target=\"_blank\" rel=\"nofollow noopener\">2024 that Apple finally closed a vulnerability<\/a> allowing kids to bypass controls just by entering a specific nonsensical phrase in the Safari address bar. That was all it took to disable Screen Time controls for Safari \u2014 giving kids access to any website. The vulnerability was first reported back in 2021, yet it took three years for the company to react.<\/p>\n<h2>Content control: what really helps parents<\/h2>\n<p>Child psychology experts agree that unlimited consumption of digital content is bad for children\u2019s psychological and physical health. In his 2024 book <a href=\"https:\/\/www.intelligencesquared.com\/events\/generation-anxious-the-teen-mental-health-crisis-with-jonathan-haidt\/\" target=\"_blank\" rel=\"nofollow noopener\"><em>The Anxious Generation<\/em>, US psychologist Jonathan Haidt<\/a> describes how smartphone and social media use among teenage girls can lead to depression, anxiety, and even self-harm. As for boys, Haidt points to the dangers of overexposure to video games and pornography during their formative years.<\/p>\n<p>Apple may have taken a step in the right direction, but it\u2019ll be for nothing if third-party app developers decide not to play ball. And as the example of Meta illustrates, relying on their honesty and integrity seems premature.<\/p>\n<p>Therefore, despite Apple\u2019s innovations, if you need a helping hand, you\u2019ll find one\u2026 at the end of your own arm.
